Le PBD a étudié avec intérêt les positions divergentes entre les adeptes de la LEIS et leurs détracteurs. Il s'étonne de la mise à l'écart des médecins, pour des questions touchant directement leur domaine et cela depuis plus de dix ans! Cette manière peu cavalière dégrade ces prestataires de la santé en simple exécutants, sous la houlette de bureaucrates incompétents en la matière.
La santé est le bien le plus précieux de l'être humain. La préserver est capital et doit obligatoirement primer les aspects économiques. Dans ce sens, nous déplorons fortement la terminologie de «client» pour un malade. Expression qui démontre clairement l'aspect économique de l'actuel système de santé. Cette vision est certainement à l'origine du refus de l'ancrage du bilinguisme dans la LEIS, puisque il compte moins que le patient puisse se renseigner au sujet de sa maladie, mais plus qu'il remplisse les caisses des établissements.
Nous revendiquons le droit des patients d'être compris et de pouvoir s'exprimer dans leur langue maternelle.
Nous demandons aussi d'être à l'écoute du personnel de la santé et de l'inclure dans les structures décisionnelles du RSV. Du personnel compétent et écouté, une infrastructure adéquate, ainsi qu'une structure administrative sérieuse, basée sur le respect et la compréhension sont les principes indispensables du bon fonctionnement de notre système de santé.
Les conclusions de l'audit n'ont pas étéretenues dans l'élaboration de la loi et il est d'ores et déjà prévu de la modifier. Le PBD déplore cette précipitation du Parlement valaisan dans l'élaboration de cette loi et il aurait préféré plus de réflexion de la part de nos élus. Le PBD regretteégalement la composition de la commission chargée de travailler sur les résultats de l'audit: on prend les mêmes et on recommence. Cela ne nous paraît pas objectif et donc pas efficace.
Dès 2012, le patient pourra choisir plus librement son lieu d'hospitalisation. Si cette concurrence est positive pour le malade, car elle met une pression certaine sur les prestataires de soins médicaux, il est irresponsable de ne pas ancrer le maintient de toutes les disciplines de pointe dans notre loi cantonale.
Il est incompréhensible que l'on fasse peur à la population en invoquant qu'un refus de la LEIS 2011 entraînerait un vide juridique et mettrait en péril le financement hospitalier, alors qu'évidemment l'ancienne loi, qui assure le fonctionnement du système hospitalier resterait en fonction et que le financement devra être assuré par un décret urgent, comme cela se fait d'ailleurs dans les cantons de Berne et Vaud.
Il n'y a donc aucun argument valable pour soutenir la LEIS 2011.
Pour toutes ces raisons, le PBD recommande de voter non à la LEIS le 23 octobre prochain.
