Monsieur le Rédacteur,
Une fois de plus, le Service public fait l'objet d'attaques démagogiques. L'évaluation de plus de cent vingt administrations m'a démontré la présence d'un potentiel d'amélioration disponible dont l'exploitation est souhaitée par l'ensemble des fonctionnaires.
Malheureusement, l'attitude égocentrique d'une partie du monde politique et les aptitudes managériales déficientes de nombreux élus empêchent le déploiement de cette optimisation.
Cinq mesures politiques permettraient une amélioration spectaculaire de notre Service public.
1) Réorganiser les exécutifs fédéraux et cantonaux selon les règles procédurales usuelles et non selon les intérêts des partis et les caprices des conseillers. La dispersion du domaine «Sécurité», par exemple, sur différents départements est une source d'inefficacité ainsi qu'un gaspillage considérable.
2) Chaque nouvelle loi ou ordonnance votée représente une activité supplémentaire pour les administrations, donc un besoin accru de moyens supplémentaires. Que les autorités législatives freinent enfin cette hémorragie de textes et le Service public pourra réduire ses effectifs.
3) Nombre de conseillers ou députés tentent régulièrement de se profiler individuellement par des initiatives personnelles sans rapport avec les priorités du moment et dénuées d'intérêt pour la collectivité. Une limitation de cette agitation permettrait de réduire la dilapidation des ressources de l'administration.
4) Un potentiel d'économies considérable existe au niveau des processus transverses (équipements, informatique, infrastructures, formation, achats, entretien, etc.). Les rares avances dans ce domaine peinent à dissimuler l'immobilisme engendré par un fédéralisme borné, égoïste et aveugle.
5) Voulons-nous vraiment un service public efficace? Alors, donnons à nos administrations des objectifs clairs, des règles de fonctionnement réalistes ainsi que les budgets correspondants et laissons-les travailler. Tant que la logique politique s'opposera à cette vision, aucun changement ne sera possible.
Personne n'est assez inculte en Suisse pour croire que l'on peut se passer d'un service public ou que l'on peut réduire ses effectifs de manière substantielle.
Les attaques contre l'administration sont une manœuvre sournoise destinée à jouer les professions les unes contre les autres et le niveau fédéral contre le cantonal afin d'imposer finalement des sacrifices à tout le monde.
Pensons-y au moment des élections!
