Madame la Conseillère d'Etat, Messieurs les Conseillers d'Etat, Mesdames, Messieurs les Députées et Députés,
J'aimerais, par ces quelques lignes, vous faire réagir à un sujet qui me tient beaucoup à cœur et qui, malheureusement, ne tient qu'à un fait banal et sans beaucoup d'importance à vos yeux.
Nous disposons, en Valais, d'organismes régionaux appelés Registres fonciers, chargés de tenir à jour les propriétaires de terrains, les usufruits, les multitudes servitudes et autres charges foncières. Nous disposons également en Valais, depuis fort longtemps, de bureaux d'avocats et notaires qui pratiquent soit le barreau, soit le notariat, et qui vivent en quelque sorte des mutations qui sont effectuées dans les registres.
Soit dit en passant, les registres fonciers vivent également des droits qu'ils perçoivent, proportionnels aux montants des actes, dévolutions, etc., certes dégressifs, mais fort coûteux pour les contribuables.
A l'heure où nos politiciens cherchent des arguments pour se profiler dans tous les postes à repourvoir auprès de la Berne fédérale, je me trouve abasourdi de savoir qu'aucun candidat, tout sexe confondu, de tout bord politique, n'ait songé à mettre tout d'abord de l'ordre en Valais avant de se profiler comme le digne représentant du Valais dans la capitale.
Le Valais doit être un des derniers cantons à posséder des bureaux de registre foncier d'une lenteur insolente (à Martigny le délai de sept semaines paraît tenir la baraque, avant la Foire du Valais) provoquant de multiples retards de paiement, soit pour les vendeurs, soit pour les acheteurs, et empêchent la plupart des employés de banque de travailler correctement.
D'autre part, le fait que l'informatisation ne soit qu'au stade de projet me fait sourire, notamment lorsque l'on arrive à argumenter des coûts importants au moment où l'Etat vient de regarnir quelques dizaines de millions dans les caisses de retraite étatisées.
Bon sang, l'on me dit à l'oreille que dans le Haut-Valais, en trois jours, les actes sont de retour. Soit il y 16 fois moins d'actes à transcrire, soit les Haut-Valaisans travaillent seize fois plus vite, soit il existe dans certains registres fonciers des problèmes qu'il devient urgent de résoudre.
