L’initiative Weber part d’un bon sentiment. Mieux gérer le développement de l’habitat dans les régions de montagnes et limiter l’utilisation du sol. Pour autant, elle n’est pas acceptable en l’état, car elle abat sans parade possible un pan non négligeable de l’économie des régions de montagne.
L’économie des cantons de montagne dépend essentiellement du tourisme et des activités qui lui sont directement associées. La beauté des paysages, la qualité de l’environnement, les activités sportives de plein air, l’authenticité sont autant de motifs qui rendent la montagne attractive. Du tout hôtellerie au début du siècle passé, le tourisme a vu ses modes d’hébergement se diversifier dans les années 60, avec l’apparition des appartements de location, puis des résidence secondaires.
Aujourd’hui, la prolifération des résidences secondaires inquiète les milieux du tourisme et de l’aménagement du territoire. L’idée de mieux la contrôler est partagée par les autorités des communes de Crans-Montana. Dans ce sens, en plus des restrictions fixées par la Confédération lors de l’élaboration de la Lex Kohler, les autorités politiques ont élaboré et fait voter en 2007 des dispositions visant à freiner la construction des résidences secondaires, à favoriser l’habitat principal et l’hôtellerie. Tout récemment, elles ont décrété un moratoire sur la transformation d’hôtels en appartements afin de se donner le temps de trouver les moyens de faire perdurer l’hôtellerie de montagne.
C’est dire que les autorités locales ont pris conscience du déséquilibre croissant entre les résidents non permanents de la destination, qui occupent donc le territoire et exigent des infrastructures surdimensionnées, et le potentiel d’hébergement offert par l’hôtellerie. Pour autant, il ne s’agit pas de tuer le malade en interdisant toute construction de résidences secondaires.
Dans une commune comme celle de Chermignon, des dizaines d’emplois seraient immédiatement perdus, car les personnels actifs dans le domaine de la construction ne sont pas « recyclables » directement dans les commerces, restaurants et hôtels.
L’objectif de l’initiative Weber est excessif et irréaliste. Son acceptation enverra vers les ORP des dizaines de personnes (des milliers pour le Valais). Tout un pan de l’économie locale va s’effondrer immédiatement, sans possibilité de restructuration ou réorientation.
On peut jouer en disant oui à l’initiative. On joue alors avec l’avenir économique de milliers de personnes et familles qui ne demandent rien d’autre que de pouvoir continuer à vivre dans les espaces qui les ont vu naître.
Non à cette initiative guillotine, excessive, dangereuse, inadaptée, et aux conséquences désastreuses pour l’emploi dans les régions de montagne.
